Rookie in need of help

Ok I am a complete rookie, and I'm wanting to start my adventure into web development. I have a plan for my domain but I haven't found the perfect place for it. It's not a money making website, it's just my starter website so it has to be cheap since I'm not gonna be making money from it. The only main requirement is that I want it to be a straight .com website and it has to have member forums so other people can log in. Anyone know a cheap place for someone to start a website that meets those requirements? I have a little php, html, and sql knowledge, but I will still probably need a site building tool too.Thanks for any help on where to start.
